Delete since the file's non-free use cannot be justified for Neil Harvey do to WP:NFCC#1 since it is doubtful any of the exceptions referred to in item 1 of WP:NFC#UUI apply to this case. License tagging is claiming the photo is of a postage stamp published outside of the US prior to 1923. However, this is not a postage stamp. The date information provided is 1940s which is not before 1923. The subject of the photo is deceased so it might be possible to convert to fair use if proper sourcing were provided. Unclear authorship. The image appears professional, and its only use is in a hit'n'run creation of a promotional page for this company that doesn't seem notable. Although the uploader might have created this image, they almost certainly did not take the photograph. It has already been published at http://www.cutimes.com/2015/04/17/mcwatters-to-credit-unions-engage-with-the-ncua . Even the notion of taking the image and adding the words has already been done before, at http://www.theleague.coop/news-information/news-details/2016/02/23/ncua's-mcwatters-shares-his-regulatory-reform-vision-at-cuna-gac . Comment from nominator. The ncua.gov site is acting strange for me, too. But with a little perseverance, I was able to corroborate Galobtter's finding that the nominated image has indeed been published at that site. More interesting, though, is the link that appears directly below the image on the McWatters.aspx page (i.e. the link that says "Download Hi-Res"). Clicking that link takes you to https://www.ncua.gov/Style%20Library/MainTheme/images/offices/hires/hires_j_mark_mcwatters.jpg , which is the original photograph, devoid of all the bordering and verbiage. And so, despite the fact that the photograph was taken by Halperson, it seems that the federal agency is treating it like a "work for hire". I still think the nominated image should be deleted, not only because the uploader claimed it to be his own work but also because the "clean" image would be more appropriate for a Wikipedia article on the person. Delete: Agree that the file is not a copyright violation, but I also do not think it meets NFCC#8, as currently used. This painting is only mentioned by name in the file's caption, so removing it would not be detrimental the reader's content of any of the article content. While I agree that using a non-free image as an example of a painter's work can be justified in some cases, I also feel there should be a strong connection between article content and image that is supported by citations to reliable sources. If, for example, reliable sources can be provided which either critically discuss this particular painting itself in some detail or refer to it as being representative of Shepherd's particular style, then that content should be added to the article to better provide the context required by NFCC#8; otherwise, the inclusion of this image seems rather random and simply because it was painted by Shepherd. The screenshot is used in a section about the character, Robin Lefler, in the article List of Star Trek: New Frontier characters. The list is about characters from the Star Trek: New Frontier novels, that Ashley Judd played Lefler for two episodes in Star Trek: The Next Generation. The image fails WP:NFLISTS because Judd does not appear that different in 1991 at the age of 23 versus the free image in her article's infobox in 2014 at the age of 46. The exception to this is "if there is a significant difference due to age or makeup and costuming" and while this is claimed in the fair use rationale, it is clearly not so. Since the list is about the novels' characters, a screenshot of one character playing an insignificant part of a television series seems unnecessary. The screenshot fails WP:NFCC#8 because there is no critical commentary about the screenshot thereby doing nothing to increase the reader's understanding of the character and its exclusion is not detrimental to the understanding of the character. If this was being used as the primary means of identification in a stand-alone article about the character Judd portrays, then I could see how non-free use might be justified; however, using it in a subsection of a list article in which Lefler is the only character out of 21 provided with an image does not seem justified per NFCC#8 at all in my opinion.
